The difference between HMO and PPO plans in Medicare is that PPO, or Preferred Provider Organization plans offer beneficiaries the choice of their primary care physician and the choice of what health care provider they would like to go to at a higher copay rate.  Health Maintenance Organization plans also tend to be more affordable.
