The difference between HMO and PPO plans in Medicare is that PPO, or Preferred Provider Organization plans offer beneficiaries the choice of their primary care doctor and the choice of what health care provider they would like to go to at a higher copay rate.  While Health Maintenance Organization or HMO plans tend to be more affordable, people sometimes prefer to have a choice.
